This study was performed under the auspices of the United Nations Industrial Development Organization (UNIDO) and the United Nations Development Program (UNDP) under contract with the Ministry of Science, Technology and Environment (MOSTE). It is part of the Data Processing Review (UNIDO/UNDP VIE/89/002), which involves the transfer of IT equip- ment, training and study visits, and other support to the government of Vietnam.

In September-October 1993 the field work for this report was performed jointly by Jan Annerstedt and Tim Sturgeon. A list of institutions and firms visited is provided as Appendix 1.

Further interviews and other fact-finding were done by Annerstedt in December 1993 and in March, April and May 1994. The draft version of the report was written in March 1994 and a revision was completed in August 1994. The report as it now stands has not been edited by UNIDO and UNDP.

The work behind this report could not have been performed without the active support of Professor Tran Van Dac and Dr. Do Van Loc and their staff at the Ministry of Science, Technology and Environment (MOSTE), Hanoi.
