This is a start-up small business company specializing in computing and telecommunications technical services. Mountain Technology is currently supporting the integration and installation of the communication infrastructure of US SouthCom as it is relocated from Panama. The company expertise includes communications, signal processing, system development and integration.

Prior to my present position, I spent a short period of time with Booz-Allen & Hamilton in the Telecommunications and C3I group, which provides technical services to the Federal Bureau of Investigation for its operational, research, and development needs. Before BAH, I was with ORINCON Corporation, Arlington, VA for two years designing and developing state of the art sonar signal processing system. The technology used is commercial off the shelf using customized spectral analysis, spatial filtering and operator display processing. While at ORINCON, I was appointed as Visiting Research Scientist for a year at the Center of Excellence in C3I, George Mason University, Fairfax, VA. In this capacity, I was performing basic and applied research in Array Signal Processing. Before ORINCON, I was with E-Systems Inc, Melpar Division, Falls Church, VA for nine years helping to build airborne reconnaissance systems for the Department of Defense. Before E-Systems, I spent five years at Combustion Engineering Inc., Windsor, CT developing computerized data collection and monitoring systems for pressurized nuclear reactor. Before Combustion Engineering, I was at ENSCO Inc., Springfield, VA performing statistical analysis for rail transportation safety purposes.

Currently, I am the chair person of the Promotion and Public Relation Committee which is responsible for promoting VACETS and dealing with public, including providing and supporting technical columns on Vietnamese newspapers and TV technical shows. I was also involved in the development of the VACETS membership survey, which is intended for soliciting feedback from the general membership concerning various issues.

Having served in VACETS Adcom and participated in other VACETS activities such as VTIC'96, I am very impressed with the quality and the professionalism of its members. I believe VACETS has a lot to offer the Vietnamese technical community.

Being a member of Adcom, I had a chance to observe the different ideas being exchanged through the Internet medium. As diverse as these ideas seemed to be, there are always good ideas coming out of these discussions. Somehow the differences were being resolved by effective communications, and I feel this is what professionalism is all about.

I believe VACETS is on the right track when it strives to reach out the world using the all-effective Internet medium. Within the past year, I see out Web page becoming as beautiful and resourceful as any other Web pages. A graduate student from me as far as New Zealand has also contacted me to inquire about my paper published in the VTIC-96 proceeding because it was related to her thesis work. I'm sure that similar contacts have resulted by the same means. To this end, I think VACETS has achieved its goal of providing an effective medium of technical interchange and to foster new friendship.

Despite this positive feedback, recent correspondence through different VACETS forum has indicated that VACETS still has an image problem in that it is an exclusive group serving the Vietnamese technical elite. This is certainly not true and if misrepresented can be detrimental to the future of VACETS. I really think that VACETS should be reaching out to and catering to the need of every technical professional. To some extend, I think fostering or providing projects that everybody can participate can alleviate this problem.

Where does VACETS go from here? This is a question that has probably been asked by several VACETS members but has not been answered, or more likely being worked around. Is the goal of being technical sufficient or should VACETS been involved with more social or even political issues? I'm sure that some parts of VACETS are ready to go either way. What will keep us together then if that's the case? These kinds of questions will have to be answered if we have to keep VACETS prospered. I feel that this is a very important issue facing VACETS today. or providing projects that everybody can participate in.

La^.p tru+o+`ng va` chu+o+ng tri`nh cho VACETS / Position statement about VACETS: VACETS is a non-profit organization and I propose, as board member, to help the incoming president run it as a business. I don't mean financially but more organizationally and operationally. Of course any business will need some form of funding but more importantly, I would like to revisit and identify who are the customers of VACETS? what do these customers want? Are the goals of VACETS align with its customers' wishes? Do we have a plan to satisfy that needs? Do we have the appropriate funding to carry out that plan? Do we have an acceptable plan to communicate and get approval from our owners/members, and our customers?

It seems like most of VACETS problems from previous years has happened because we have not satisfactorily answered some of the above questions for the projects that we tried to do. All of VACETS members and Elected Officials are enthusiastic volunteers with limited time and resources. We have to choose the projects carefully to maximize the use of our time and resources. Each project has to pass a "business plan" test with clear answers to all of the above questions (and more). Each project also has to have a clear and measurable result/outcome in an acceptable time frame.

As board member, some of the activities I would like to see includes: (1) Involve more of our members in the various projects that we do; (2) Bring new and experienced professionals together to foster mentorship, learning, and guidance between the people in the same fields.

I believe that our members are all intelligent, educated, and resourceful. There is nothing that we cannot do if we work together toward the same goals. So let's put aside any difference we may have and start working toward our common goals.
